Science and Technology Innovation Strategy for Cultivated Land Conservation of China

  • 摘要: 科技是第一生产力,明晰中国耕地保护科技水平、国际差距及未来重点创新方向是落实“长牙齿”的耕地保护硬措施的关键。采用文献综述法系统梳理了中国耕地资源存在的问题、耕地保护科技创新成就及其与国际先进水平的差距。①当前中国耕地资源安全面临数量减少、质量退化、生态环境风险加剧、耕地后备资源短缺以及空间布局稳定性差等问题。②尽管中国在国土调查、国土信息化建设方面技术经验相对成熟,耕地质量调查、评价、监测技术日趋完善,耕地生态修复技术不断发展,但与全球先进耕地保护科技水平相比仍存在较大差距。③在全球科技创新战略背景下,中国应该通过建立耕地保护大数据平台,构建空天地网一体化监测技术体系,研发耕地质量提升技术体系,集成耕地生态修复技术体系,落地耕地保护科技创新工程,以及加强创新人才队伍建设来牢牢守住保障国家粮食安全的底线。立足新的时代背景和耕地资源现实问题,迫切需要加快推进耕地保护科技创新,助力中国耕地保护与粮食安全,助推国家稳定繁荣与高质量发展。

     

    Abstract: Science and technology is the first productive force. Identifying the current level of science and technology in cultivated land protection in China, the international gap and the key directions for future innovation is the key to implement hard measures to protect cultivated land with "teeth". The literature review method was used to systematically sort out the problems of cultivated land in China, the achievements of scientific and technological innovations in cultivated land conservation and the gap between China and the international advanced level. At present, the security of cultivated land resources in China is facing the problems of decreasing quantity, degrading quality, increasing ecological and environmental risks, shortage of reserve resources of cultivated land, and poor spatial layout stability. Although China has relatively mature technical experience in land survey and land information construction, cultivated land quality survey, evaluation, and monitoring technology has being improved day by day, and cultivated land ecological restoration technology continues to develop. There is still a big gap compared with the world's advanced cultivated land protection technology. In the context of the global scientific and technological innovation strategy, China should establish a big data platform for cultivated land protection, build an integrated air-space-ground-network monitoring technology system, develop a cultivated land quality improvement technology system, integrate cultivated land ecological restoration technology systems, implement cultivated land protection technological innovation projects, and strengthen the construction of innovative talent teams to implement the national food security strategy of "storing grain in the land and technology". In the light of the new context and problems, China urgently needs to accelerate scientific and technological innovation in cultivated land conservation to protect China's cultivated land and food security, and contribute to China's stable prosperity and high-quality development.
